Half the "CBD flower" shelf is now THCA flower
Look at the shop links Google shows for this search. One of the biggest sellers has four sitelinks under it, and three of them say THCA.
/collections/thca. /collections/bulk-thca-flower. /collections/budget-thca-flower.
That is not a detail. THCA is the acid form of THC — what the living plant actually produces before heat converts it. And the American hemp definition measures delta-9 THC in the raw material, which raw THCA is not.
So flower that is compliant on paper as it sits in the jar can become something quite different the moment it is heated. The market noticed, and a large part of what is sold under the phrase “CBD flower” is now trading on that gap.
If you buy flower, this is the single most important thing to understand about the current shelf. Everything else on this page follows from it.
The acid forms, and why they matter here
The plant makes acids, not what you have read about
In living cannabis, cannabinoids exist mostly in their carboxylic acid forms: CBDA and THCA. Neither behaves like the compound whose name they resemble.
Heat removes the carboxyl group — decarboxylation — and turns CBDA into CBD and THCA into THC. It is the same reaction in both cases, and it is why a mass is lost in the conversion.
The 0.877 factor, in its other application
Because a CO₂ molecule leaves, the acid form weighs more than the neutral one. The conversion factor is 0.877, and it is the same number we use elsewhere on this site for cannabidiol:
Total CBD = CBD + (CBDA × 0.877) Total THC = delta-9 THC + (THCA × 0.877)
The second line is the one that matters on this page.
THCA is not psychoactive; THC is
Raw THCA does not bind the CB1 receptor the way THC does. Eaten raw, it behaves differently from heated material. Smoked or vaporised — which is what flower is for — it converts.
That is the entire mechanism. Not a loophole anyone invented: a chemical fact that a legal definition did not account for.
Where the heat comes from
Combustion converts it almost immediately. So does vaporisation at typical temperatures. Even prolonged storage in warmth causes gradual conversion, which is one reason old flower tests differently from fresh.
How the American definition created the market
The rule measures raw material
The United States federal hemp definition sets a limit on delta-9 THC by dry weight, at 0.3 %. The test is performed on the material as it exists.
What that leaves out
A flower can sit below that delta-9 threshold and still carry a large amount of THCA. On the laboratory report it is hemp. In a pipe it is not behaving like hemp.
Which is why “CBD flower” shops sell THCA
The economics are obvious once the chemistry is. A product that satisfies the hemp definition, ships through ordinary channels, and delivers a cannabis experience is a substantially more valuable product than high-CBD flower.
The phrase “CBD flower” persists on the storefront because that is the search term. The inventory behind it has shifted.
And why some jurisdictions closed it
A number of US states, and testing frameworks elsewhere, moved to a total THC calculation — exactly the second formula above. Applying the 0.877 factor to THCA and adding it to delta-9 removes the gap entirely.
Where that calculation applies, THCA flower is not hemp. Where it does not, it is. Same plant, same laboratory numbers, different answer.
Why this matters to you even if you only want CBD
Drug tests
A screening panel looks for a THC metabolite. Smoking THCA flower produces THC in your body, and the test will find its metabolite. The label saying hemp is irrelevant to the analysis.

Driving
Same problem, different test and different consequence. Roadside screening targets THC, and where a jurisdiction defines the offence by presence rather than by a threshold, the calculation is straightforward and unfavourable.
Being surprised
Someone buying “CBD flower” expecting no intoxication, and receiving THCA flower, has a genuinely unpleasant experience ahead of them. It is the reason this section exists before the buying advice rather than after.
How to avoid it in one step
Read the certificate’s cannabinoid table for THCA, not just delta-9 THC. A high-CBD flower has CBDA high and THCA low. A THCA product has the opposite, and it is visible at a glance.
If the certificate does not report THCA at all, that omission is itself the answer.
Europe is a different situation entirely
The thresholds are lower and the framing is different
European limits sit at 0.2 % to 0.3 % in most member states — with the Czech Republic at 1 % — and several jurisdictions look at total THC rather than delta-9 alone.
The THCA market that grew in the United States has therefore had far less room in Europe.
France: the flowers were banned, and then unbanned
A 2021 order prohibited retail sale of raw hemp flowers and leaves. The Conseil d’État annulled that prohibition on 29 December 2022, finding it disproportionate to the public health objective invoked.
Flowers are therefore sellable in France under the general conditions. A shop still claiming otherwise is working from information three years out of date.
Italy and the “cannabis light” question
Italy’s framework around flowers has been contested repeatedly, with sale often proceeding under descriptions that exist because no category cleanly accommodates the product.
What that means if you buy across a border
The product is judged by the rules where it arrives, not where it shipped from. And with flower specifically, the format is bulky, distinctive and easy to identify — which makes cross-border purchase a different proposition from ordering an oil.
What a flower certificate should tell you
The full cannabinoid table
Not a summary. The table, with CBD, CBDA, delta-9 THC and THCA as separate rows. Those four numbers characterise the product; anything less is a claim.
Contaminants, which matter more here than anywhere
This is the format where contaminant testing has the most value, and it is the one where people ask for it least.
A flower is whole plant material. Everything the plant took up — heavy metals from soil, pesticide residues — is present, and combustion does not remove it. With a purified isolate that question is largely settled by the purification. With a flower it is not.
Microbiology
Specific to flower, and often omitted. Dried plant material stored in humidity can develop mould, and the relevant tests exist for that reason.
The batch number
Same rule as everywhere on this site: a certificate covering “our indoor strain” describes a harvest you did not buy. The number on the document has to match the number on the packaging.
Reading a flower without a laboratory
The certificate settles content. Some things you can only assess in hand, and this is the format where that is true.
Structure and trim
Dense, well-formed buds with tight trimming indicate care in growing and processing. Loose, leafy material with visible stems is cheaper for a reason and is priced accordingly, which is honest.
Trichome coverage
The glandular hairs are where cannabinoids are produced. Visible frosting is a rough indicator of resin content, and it correlates loosely with the numbers on the certificate — loosely being the operative word.
Moisture
Too dry and it crumbles to dust with the terpenes long gone. Too damp and it is a microbiological risk. Flower that was dried and stored properly has a slight give and snaps rather than bends.
Smell
The most informative sense here, and the one nobody can put in a listing. Terpenes are volatile and they leave first, so a flower with no aroma is old regardless of what the packaging says.
What none of that tells you
The cannabinoid content. Appearance and smell describe cultivation quality; only the certificate describes composition. Both matter, and they answer different questions.
Indoor, greenhouse, outdoor
What the words mean
Growing method, nothing more. Indoor gives the most control over light and climate and costs the most to run. Greenhouse sits between. Outdoor is the cheapest and the most exposed to weather.
What they do not mean
Quality, potency or safety. An excellent outdoor flower beats a mediocre indoor one, and the certificate is what separates them.
Why indoor commands a premium anyway
Appearance, largely — controlled conditions produce denser, more uniform buds — and the market prices appearance. It is a real difference and not the same as a better product.
The price per gram, and the trap in it
Compare at equivalent content
Flower is priced by weight, so the comparison is price per gram at comparable CBD content. A 3 g pack at $20 and a 10 g pack at $55 do not compare on pack price.

In this constructed case they are nearly identical, which is the point: the pack price differs by almost threefold and the actual value does not. Only the division reveals it.
Small buds and trim
Cheaper per gram than whole flower, and for many uses a rational choice — appearance is irrelevant once material is ground or infused. What matters is the stated content and the certificate.
Why “high CBD percentage” is not automatically better value
Because you pay for it. A 15 % flower at double the price of a 10 % flower is worse value, not better, and the division above is the only way to see it.
Storage
Airtight, dark, room temperature
Cannabinoids degrade under light and heat; terpenes simply evaporate. An airtight container in a cupboard preserves both far better than the bag it arrived in.
Not the refrigerator
Condensation on plant material every time the container is opened is the worst combination available — moisture plus organic matter. Room temperature in the dark is the answer.
The number on the packet expires quietly
Dried flower does not spoil in the sense of becoming inedible. It loses content. The percentage printed on the label was true on the day of analysis, and nothing on the packaging tells you it has been drifting downward since.
Infusing rather than smoking
It does not work in water
Cannabidiol is lipophilic — it does not dissolve in water in meaningful quantity. Steeping flower in hot water alone extracts terpenes and tannins, which is where the smell and taste come from, and very little cannabinoid.
Which means fat, and time
An infusion needs a fat phase to extract into and long enough contact to do it. Our page on CBD tea covers the method and the chemistry in detail.
And decarboxylation, again
Raw flower is largely acid forms. Water boils at 100 °C and published work on decarboxylation kinetics places effective conversion above roughly 110 °C. An infusion therefore sits structurally below the useful threshold and converts only partially.
Which is the same fact that opened this page, arriving from the other direction.
The other acid-form products on the same shelf
Once the mechanism is clear, several adjacent categories stop being mysterious.
THCA diamonds and concentrates
Same principle in concentrated form. A crystalline concentrate of THCA is compliant by delta-9 measurement and is not, functionally, a hemp product once heated.
Delta-8 and the semi-synthetics
A different route to the same destination. Where THCA exploits the state of the molecule, delta-8 and HHC exploit the fact that a statute names specific compounds — and they are manufactured from cheap hemp CBD by cyclisation.

Why the regulatory answer keeps arriving late
Because naming molecules is slower than making them. Europe’s response has been consistent — France prohibited HHC in 2023, Czech authorities placed it among prohibited substances — but always after the product had been on sale for a while.
Which is a reasonable thing for a buyer to know: a product sold on the argument that no statute names it is a product with a short and uncertain commercial life, whatever its merits.
The questions this search shows
“What does CBD flower do to your body?”
In the European Union there is no authorised health claim for CBD, and that is not a formality: it means the dossiers submitted were not judged sufficient. What can be said is what it does not do — cannabidiol is not intoxicating, for structural reasons covered on our page about CBD and THC.
“What does smoking CBD flower feel like?”
If it is genuinely high-CBD flower: not intoxicating. If it is THCA flower sold under the same phrase, the answer is different, and that difference is the subject of the first half of this page.
“How is CBD flower different from cannabis?”
Botanically it is the same species. The distinction is regulatory and rests on THC content — which is precisely why the THCA question matters, since it is a distinction the measurement can miss.
“Is CBD flower legal?”
Depends where, and the answer has changed more than once. France annulled its ban; the Czech Republic permits up to 1 %; several markets have unresolved positions. Our legal pages cover each market separately, because a single answer would be wrong in most of them.
Before you buy
- THCA row on the certificate, not just delta-9 THC.

- Contaminants tested — the format where this matters most.
- Microbiology, specific to flower.
- Batch number matching the packaging.
- Price per milligram at comparable content, not price per pack.
- Smell and structure assessed in hand where possible.
- Local THC threshold compared against the figure, not against the word hemp.

What we check, and what we do not
We check what can be verified from documents: cannabinoid tables, regulatory texts, conversion arithmetic. We do not grade flower, we have smoked nothing, and we publish no rankings.
On this format that limit costs something real — appearance and aroma genuinely matter, and we cannot assess them from here. What we can do is point at the one row of one table that most buyers do not know to read, and which decides more than any tasting note would.
