For most of the period this crop was economically important, it was not making paper. It was making rope and canvas, and the paper connection ran indirectly through worn-out textiles collected as rags.

That distinction matters, because the most-quoted claim in this whole subject — a yield comparison against forestry — comes from a real government bulletin that was making a narrower argument than the quotation suggests.

Why the distinction matters

Different products, different processing, different markets. Claims about one are frequently applied to another.

What the bast fibre made

Cordage

Rope for ships, for agriculture and for industry. This was the dominant use for centuries, and it is why the crop mattered to any state with a fleet.

Canvas

Sailcloth, tarpaulins, tents and workwear. The English word derives from the plant’s Latin name, which is a reasonable indication of how standard the association was.

Textiles

Coarser than linen and durable. It clothed working populations across Europe for a very long time.

Why those uses dominated

Because the fibre is strong, resistant to rot in salt water, and grows readily in temperate climates. Those three properties made it strategic.

Paper before wood pulp

What paper was made from

Rags. Worn-out textiles, collected, sorted, pulped and formed into sheets. The industry ran on recycled cloth.

Where the rags came from

Linen and hemp textiles, principally, because those were what people wore and used. The fibre reached paper after a full life as cloth.

What that means

The crop was a paper input at one remove. It was not generally grown, harvested and pulped for paper directly.

The constraint

Rag supply limited paper production absolutely. A growing literate population needed more paper than worn-out clothing could provide.

The supply problem

Rag shortages were a recognised industrial crisis through the nineteenth century. Substitutes were sought urgently and across many materials.

What wood offered

An effectively unlimited raw material that could be harvested and processed continuously, without depending on textile turnover.

The processing breakthroughs

Mechanical and chemical pulping methods developed through the middle of the nineteenth century made wood commercially viable at scale.

The result

Paper became cheap and abundant. The transition was driven by supply and cost rather than by any suppression of an alternative.

What it is

A United States Department of Agriculture bulletin published in 1916, examining whether the woody hurd — the waste fraction — could be used for paper.

Who wrote it

Two department researchers, working on a specific practical question about a material that was being discarded.

What it concluded

That the hurd could make usable paper, and it compared the yield per unit of land against forestry over a stated period.

The figure

A multiple in favour of the crop, under the assumptions the bulletin sets out. That multiple is what circulates.

What the bulletin assumed

Continuous cultivation

The comparison assumes annual cropping against forest growth over a long rotation. It is a comparison of two very different land uses.

Existing waste material

The argument concerns the hurd, which was already being produced as a by-product of fibre processing. That is a different proposition from growing the crop for paper.

The processing of the period

Both the pulping methods and the economics are those of 1916. Neither industry stayed there.

What that means for the quotation

The figure is real and its scope is narrower. Quoted bare, it asserts something about modern paper production that the source does not address.

The processing problem

Retting

Separating bast fibre from the stem requires breaking down the material binding them, traditionally by exposing the cut stems to moisture and microbial action in a field or in water.

Why it is difficult

It takes weeks, depends on weather, and under-retting or over-retting both ruin the fibre. It is the step that resists industrialisation.

Decortication

Mechanically separating fibre from hurd. Machinery exists and has existed for a long time, and it has never been as cheap as processing wood.

What that cost the industry

Every comparison with wood has to account for it. The fibre is good; getting it out of the stem has always been the expensive part.

What Europe grows it for now

The scale

Industrial cultivation continues across several member states, supported under the Common Agricultural Policy and restricted to varieties in the common catalogue within the total THC limit.

The fibre uses

Insulation, automotive composites, textiles, animal bedding and specialty papers. A varied set of markets, none of them enormous.

The hurd uses

Construction materials, animal bedding, and mulch. The fraction that was waste in 1916 now has real markets.

The seed uses

Food and oil, which is a substantial and growing part of the crop’s value.

Where paper still uses it

Specialty papers

Cigarette papers, filter papers, banknote papers and archival stock. Applications where the fibre’s strength and longevity justify the cost.

Why not bulk paper

Cost per tonne of pulp. Wood remains far cheaper and the infrastructure is enormous and already built.

What would change that

A processing breakthrough that closed the cost gap, or a policy change that priced the alternatives differently.

The realistic assessment

Specialty applications are where the fibre competes on its merits. Bulk paper is not a realistic target on current economics.

Construction materials

What is made

A lightweight material combining the hurd with a lime binder, used as insulating infill in construction.

What it offers

Good thermal and moisture performance, low embodied energy, and a material that continues to absorb carbon dioxide as the binder sets.

What it does not do

Bear structural loads. It fills and insulates within a frame, which is a real limitation on where it can be used.

Its position

A recognised niche in low-energy building, growing steadily, and small relative to conventional materials.

The carbon argument

What is established

The crop grows fast and takes up carbon dioxide while doing so, like any fast-growing plant. Yields per hectare are good.

What follows from that

Carbon is stored for as long as the product lasts. In a building material that is decades; in a paper product it is much less.

What is frequently claimed

Sequestration figures that count the uptake as permanent regardless of what the material becomes. That is not how carbon accounting works.

The honest version

A genuinely useful crop in a low-carbon materials strategy, whose benefit depends entirely on the durability of what it becomes.

The confusion this subject generates

Fibre and flower

Industrial fibre cultivation and flower production for cannabinoids are different crops in practice: different varieties, densities, harvest timings and processing.

Why they get conflated

Same species, same regulatory framework, same vocabulary. A claim about one is routinely applied to the other.

What that produces

Environmental arguments made for the fibre crop attached to flower products, and yield figures from one applied to the other.

The distinction to hold

Fibre is an agricultural commodity grown at scale. Flower for cannabinoids is a horticultural product grown intensively. Almost nothing transfers between them.

Not much directly

The strategic dimension

Why states cared

A fleet without cordage does not sail. Rope, sailcloth and caulking were consumable stores that had to be replaced continually, and a maritime power that could not supply them was not a maritime power for long.

What that produced

State intervention in cultivation across many countries: compulsory planting requirements, subsidies, royal manufactories and long-distance supply arrangements. It was treated as a defence matter.

The Baltic dependency

Much of western Europe imported from the Baltic, which made the trade a strategic vulnerability and a recurring theme in the diplomacy of several centuries.

When it ended

With steam and steel. A ship that does not carry sails and rigging does not need the crop, and the demand that had driven state policy for centuries disappeared within a few decades.

What the decline actually looked like

Not a single event

Demand fell across the second half of the nineteenth century and the first half of the twentieth, as sail gave way to steam, natural fibres to synthetics, and rags to wood pulp.

The three substitutions

Steel and steam replaced the ships; synthetic fibres replaced the cordage; wood replaced the paper input. Each was independent and each was decisive on its own.

The crop had already lost its three principal markets to unrelated technical changes before the prohibition of the nineteen-thirties. The legislation ended a diminished industry rather than a thriving one.

Where canvas comes from

The English word derives, through Old French and Latin, from the plant’s Latin name. The material and the word arrived together.

Why that is worth noting

It is the clearest surviving trace of how ordinary the association once was. A word that now means a painter’s support was once simply the name of what the cloth was made of.

Place names and family names across Europe referring to the crop, the retting pits and the processing trades. The industry left its vocabulary behind when it went.

Without an authorisation number in the EU Register these are assertions, not data — and for cannabidiol that register contains no authorised entry to this day.

Company name, address and contact. Without them there is also no counterparty to turn to if something turns out to be wrong.
