Rope and sail, and what a fleet needed

A ship of that period was held together by rope. Standing rigging, running rigging, anchor cables, sails, caulking — all of it consumable, all of it needing replacement, and all of it made from plant fibre.

For a small Atlantic state maintaining fleets across three oceans, that made a fibre crop a matter of state rather than of agriculture. Portugal’s difficulty was that its climate and its land suited the crop poorly, and the consequences of that mismatch ran for centuries.

This page covers what a fleet actually consumed, where the fibre came from, what was built to process it, the attempts to grow it domestically and overseas, and how the whole dependency ended.

Standing rigging

The fixed lines supporting the masts, under constant tension, replaced periodically as they degraded.

Running rigging

The lines controlling sails and yards, in continuous motion and wearing continuously. The largest consumption by far.

Cables

Anchor cables of substantial diameter, in an era before chain, each representing an enormous quantity of fibre.

Sailcloth and caulking

Canvas for the sails, and oakum — picked-apart old rope — driven into the seams of the hull to keep water out. Nothing was wasted.

Why the quantities were so large

Salt water

Fibre in a marine environment degrades continuously. Rigging was a consumable rather than a fitting.

The scale of a vessel

A large ship of the period carried many kilometres of cordage of various diameters. Multiplied across a fleet, the annual requirement was substantial.

The distances

Portuguese vessels operated on routes measured in months. Stores had to be carried for replacement under way, and resupply arranged at intermediate points.

The consequence

A state maintaining such fleets required a guaranteed supply of a specific agricultural product, in quantity, indefinitely.

The climate problem

What the crop wants

Long days, reliable moisture through the growing season, and deep soil. It performs best in temperate continental conditions.

What Portugal has

A Mediterranean and Atlantic climate with dry summers, thin soils over much of the interior, and limited irrigation historically.

The result

Domestic cultivation was possible in specific places and never at the scale the fleets required. The fibre quality also suffered.

What that produced

A structural dependency on imports for a strategic material, which is the situation that shaped everything else.

Where the fibre came from

The Baltic

Northern and eastern European producing regions supplied most of western Europe’s naval fibre. It was the dominant source for centuries.

What that meant

A long supply route, controlled by intermediaries, through waters that were frequently contested and occasionally closed.

The vulnerability

Any interruption — war, embargo, a hostile power controlling the passage — threatened the fleet directly.

Why every maritime state worried about it

Because the same dependency applied to all of them. It was a recognised strategic weakness across European naval powers.

What was built to process it

The requirement

Fibre arrives as raw material. Turning it into cordage requires long straight buildings, because rope is laid by walking fibre out to length.

The ropewalk

A building of extraordinary length relative to its width, in which strands are laid, twisted and combined. The form follows the process exactly.

The Lisbon establishment

A royal ropemaking works was built in Lisbon in the later eighteenth century, on a scale that made it among the longest buildings in Europe.

What it represents

State investment in industrial capacity for a strategic material, in the period after the earthquake when Lisbon was being rebuilt with considerable ambition.

🔴 The attempts at domestic supply

The motivation

Reducing dependency on a contested import route. It is the same reasoning that drove similar attempts in Britain, France and Spain.

The approach

Encouraging cultivation in regions with suitable conditions, at various points across several centuries, with state support and sometimes with compulsion.

The results

Persistently limited. The climate constraint was real and the crop competed poorly against alternatives on the same land.

What the record shows

Repeated initiatives rather than a sustained industry, which is itself evidence of how difficult the problem was.

The overseas attempt

The logic

If the metropolitan climate would not support the crop, territories with different conditions might.

Where it was tried

In the southern part of Portuguese America, where the climate is temperate rather than tropical and resembles the European producing regions more closely.

The organisation

State-directed establishments in the eighteenth century, set up specifically to supply naval fibre, with administrators, land and labour allocated to the purpose.

The outcome

Production occurred and never reached the scale intended. The enterprises were expensive, distant from the shipyards, and eventually abandoned.

Why the overseas attempt failed

Distance

Fibre grown across the Atlantic had to be shipped to the yards, consuming the very capacity it was meant to supply.

Labour and cost

The establishments were run at costs that compared poorly with buying from established European producers, even accounting for the strategic argument.

Processing

Retting and decortication require skill and infrastructure. Establishing both from nothing in a new territory proved harder than expected.

The competing land use

Land in those regions had alternative uses that returned more. The strategic argument did not survive the local economics.

The wider European pattern

Everyone tried this

Britain, France, Spain and the Netherlands all attempted to reduce Baltic dependency through domestic or colonial cultivation, with broadly similar results.

What succeeded

Very little, in the sense of replacing the import. The Baltic supply persisted because it was better suited and cheaper.

What the attempts produced

Considerable state expenditure, a body of agricultural writing about the crop, and a scattering of enterprises that did not last.

What that tells you

The dependency was structural rather than a failure of policy. Some things a climate does not permit.

How the dependency ended

Not through cultivation

No European power solved the supply problem agriculturally. The dependency persisted as long as the requirement did.

Steam

Steam propulsion removed the sails, and with them the rigging. The consumption that had driven state policy for centuries simply stopped.

Iron and steel

Steel wire replaced fibre in standing rigging and, later, chain replaced fibre anchor cables. The remaining uses fell away.

Synthetics

Twentieth-century synthetic fibres took what remained of the cordage market. By then the strategic dimension was long gone.

What survives of it

The buildings

The Lisbon ropeworks survives, repurposed, and its dimensions still record what the process required.

The vocabulary

Words in several European languages relating to cloth and cordage derive from the plant’s name. It was ordinary enough to name things after.

Place and family names

Across Europe, names referring to the crop, to the retting pits and to the processing trades. The industry left its vocabulary when it went.

The agricultural knowledge

Largely lost, and partly recovered through the modern industrial hemp sector, which had to relearn much of it.

The modern position

European cultivation now

Industrial hemp is grown across several member states under the Common Agricultural Policy, restricted to varieties in the common catalogue within the total THC limit.

In Portugal

Cultivation of listed varieties is possible under the same framework, subject to the national authorisation requirements that apply to any member state.

What it is grown for

Fibre for insulation and composites, the woody core for construction materials and bedding, and seed for food and oil.

What it is not grown for

Naval cordage, which no longer exists as a market. The crop came back to entirely different uses.

What this history is and is not

What it is

A well-documented case of a state’s strategic dependency on an agricultural product, and of the repeated failure to escape it.

What it is not

A precedent for anything present-day. The fibre crop and modern cannabinoid products share a species and a regulatory framework and nothing else that matters.

Why it gets invoked anyway

Because the history lends weight, and because the alternative history of the cannabinoid sector is short and administrative.

The honest use

As history, which is interesting on its own terms and requires no application to a product.

Why the ropewalk had to be so long

The constraint

Rope is made by twisting fibre into yarn, yarn into strand, and strand into rope, and each stage is laid out at full length. A hundred-metre cable needs more than a hundred metres of floor.

What that produced architecturally

Buildings of a form found nowhere else: extraordinarily long, narrow, and single-purpose. They are among the most distinctive industrial structures of the pre-mechanical period.

Where they were sited

Beside the shipyards, because the product was heavy and the destination was fixed. The building’s location records the naval geography of its period.

Why they survive

Because a structure that long is difficult to demolish and useful for other purposes. Several across Europe outlived their industry and were converted.

The other fibres

Flax

Linen for finer sailcloth and for clothing, grown more successfully in Portugal than the coarser fibre and used for different purposes.

Esparto

A Mediterranean grass used for cordage, matting and later for paper, and genuinely suited to the Iberian climate in a way the imported crop was not.

Coir and others

Fibres arriving through the eastern trade, used where their properties suited, particularly in saltwater applications.

What the mix shows

No single fibre served every purpose, and a maritime state sourced several. Accounts focusing on one of them describe a fraction of what was actually used.

What the archives record

The nature of the sources

Naval stores accounts, shipyard records, customs registers and royal correspondence. It is administrative material rather than narrative history.

What it is good for

Quantities, prices, origins and dates. The dependency is visible in the accounts more clearly than in any chronicle.

What it is poor for

The agricultural side. Cultivation attempts are recorded where the state funded them and are largely invisible where they were private.

Why this matters for claims

Confident statements about the scale of domestic cultivation should be checked against what the records can actually support, which is less than is often asserted.

What the dependency actually looked like on a page

The accounting view

A naval store is a line item with a quantity, a price and an origin. Read across decades, those lines show a state buying a strategic material from a region it did not control, continuously, for as long as it maintained a fleet.

Why that is the clearest evidence

Because it is administrative rather than rhetorical. Nobody was making an argument in a stores ledger, and the pattern it records is not one anybody set out to demonstrate.

What it settles

That the dependency was real and unbroken, and that every scheme intended to end it left the purchase lines exactly where they were.

Standing rigging

The five checks that apply to any product

The batch certificate

Request it with the number printed on the packaging. A general document for the product line does not cover this batch, and those differences are exactly what it should record.

Total THC

Delta-9-THC plus THCA multiplied by 0.877, because THCA becomes THC under heat and the limit applies to the sum, not to either value alone.

Price per milligram

A division, not an opinion. The only figure that makes two products comparable, whatever the format, process and pack size.

The claims

Without an authorisation number in the EU Register these are assertions, not data — and for cannabidiol that register contains no authorised entry to this day.

The seller’s details

Company name, address and contact. Without them there is also no counterparty to turn to if something turns out to be wrong.

How this connects to the rest

With hemp and paper

The same fibre, the same processing difficulty, and the same displacement by unrelated technical change.

With the European framework

Modern cultivation runs under the common catalogue and the total THC limit, which is what governs everything in this subject.

With regional traditions

Other producing regions developed around different uses of the same species, covered separately.

With the certificate

Nothing in this history reaches a product document. It is context rather than verification.

What this is for in practice

When maritime history is invoked

It is genuine and substantial, and it concerns a fibre crop rather than anything sold for cannabinoids.

When it is offered as credentials

The history belongs to a different crop grown a different way for a different purpose.

When reading about modern cultivation

The framework is agricultural: listed varieties, content limits, and support under the Common Agricultural Policy.

When comparing products

The certificate and the per-milligram price, as always.

Frequently asked questions

Why did a fleet need so much fibre? Rigging, cables, sailcloth and caulking were all made from it, all degraded in salt water, and all required continuous replacement.

Could Portugal grow it? Poorly. The crop wants reliable summer moisture and deep soil, and the Portuguese climate and terrain suited it badly.

Where did the supply come from? Mostly the Baltic, which supplied naval fibre to western Europe for centuries through a long and sometimes contested route.

Why was that a problem? Because an interruption threatened the fleet directly. Every European naval power regarded the dependency as a strategic weakness.

Does this history apply to cannabinoid products? No. The two share a species and a regulatory framework and very little else.

What we check and what we do not

We check what can be checked from documents: official registers, declared contents, certificates of analysis, arithmetic. We test no products, rank nothing, and assert no effects.

The striking thing about this history is how comprehensively the problem was never solved. Several centuries of state effort, repeated cultivation schemes at home and overseas, considerable expenditure, and the dependency persisted intact until the requirement itself vanished.

That is the ordinary shape of agricultural history: a climate permits what it permits, and no amount of policy changes it. The crop returned to Europe two centuries later for entirely different uses, under a framework of listed varieties and content limits that has nothing to do with ships.
